Event Intermittent slowness to off campus

Details
We have a number of reports of slowness to off campus services that we have confirmed. Network Engineering made some small changes to the outbound traffic loading to our ISPs Tuesday to better balance traffic, which did not appear to make a significant difference in the reports.

Users experience intermittent connectivity to various web sites, slowness of downloads (web and other) when the problem happens.

At this time, all of the network equipment appears to be functioning correctly, and none of the on-campus links are overloaded.

Network Engineering is continuing to investigate the matter.

Network Engineering continues to monitor this issue. Troubleshooting is made more difficult by the fact that there are very few objective instruments that are indicating any difficulty; the intermittent slowness, even though confirmed, is very subjective.

ISP bandwidth and UIUCnet core performance have been eliminated as possible causes.

Network Engineering has identified some issues involving interaction of the web caches with the rest of the UIUCnet exit architecture. We have made an adjustment to the configuration and are now conducting performance tests within CITES and with some campus network administrators who have reported this issue reliably.
